Question stands how they will do it?
Originally they are using a software which was created to identify and remove copyright content over Facebook,YouTube or any other site. The software looks for "hashes," a type of unique digital fingerprint that companies automatically assign to specific videos, allowing all content with matching fingerprints to be removed rapidly.Two sources familiar with the process told the news agency. Such technology could be used to prevent reposts of content already deemed unacceptable but not identify new extremist content.EFFORTS:

Facebook, Twitter, Microsoft and YouTube in May agreed to a new European Union code of conduct that takes aim at illegal hate speech and terrorist propaganda posted online. Under the new rules, they have committed to reviewing within 24 hours of receipt the majority of notifications about a social media post that may contain hate speech. They've also agreed to remove the post if necessary.
